Ok .. I know it`s a rough guide and I`m sure that we would all hate a "three strikes and your out" policy across the board !!
But , are you saying that a persistant whisperer could get a permanent ban if enough people report them. Cos if that`s the case I`m sure that people might think that reporting is worthwhile.
I think that most people are of the opinion that the worst a whisperer is going to get is 24 hours and therefore can`t see the point of reporting it, but if it is possible that repeat offenders will get kicked out completely, it suddenly seems worth making the effort.

It's also fair to say that you won't find chatroom op's publically discussing either the people who make the reports, or the reasons / length of the offender's bans.
