He isnt in prison,he is in a secure mental hospital,which is why he is assessed as curable or not,although if he has a severe personality disorder he is technically untreatable.
As i said earlier i believe he did not meet the very narrow criteria in the British courts for insanity or diminished responsibility and therefore should be in prison.
