The majority of medical practices now have patient databases, and then we have another database for the "national" data.

Well, medical professional is a wide field....and the majority of same are not doctors or nurses.
Those "directly concerned" include social workers....which by definition includes the entire council....
I've already opted-out.....
Largely because there is no hope of the records being secure....
