The Prime Minister cares about our well-being and wishes to make us happy, this is very refreshing to hear.
Can this work, or will it end up back firing on him?

Other than that he can sod off. Politicians do nothing positive and only ever cause a reduction in happiness by damaging peoples quality of life and even the hope for the future. More than 50% of them were proved to have stolen from me and you and the rest are tainted and almost certainly also guilty of the same theft. How DARE they start wittering on about working together and improving our happiness!
its just political spin....ofcause every prime minister would want us to have a feeling of well being and to be happy.....more likely to vote for them next time then.
However I would say most people have a feeling of well being when they are secure in their situtation and their future. Sorry but that is the one thing very very few people have right now. Almost everyone is concerned about their job if they have one, and worried about the future.
To be fair this is a global situation, and same as the reason we got into it was not a British problem.....equally the reasons we get out of it, won't be because of anything this little island does.
Just read...that this is also going to cost the government 2 million pounds ??
That money could be alot better spent paying some policemen/firemen/nurses etc etc...that are going to be put out of work in April !!!
No real way of actually measuring happiness is there other than saying to someone... do you feel happy? We're a nation of moaners so I reckon most people will say no just to have a damn good whingypops! 
Gotta put all those redundant Quangos somewhere eh? That rug is getting pretty full underneath already! ;)
