This usually means they have moved on to the next room - if you care to reply they usually take it up. When people are browsing through the rooms they tend to not stick around for long unless there is a camera (or conversation topic - I wish!) that captivates them.

Just to clarify, if the persons moves to another room after whispering you, you do not have to chase after them, you can still reply using the same whisper tab.
Of course, the question to ask is why would you want to reply to an unsolicited whisper from a guy that hasn't hung around for a reply. But that's a whole different matter.
