My last webcam was a cheap logitech thing that came free with an old pc and was always too dark and impossible to focus with the dial thing on the front. Binned that a while ago. Does anyone have any recommendations on a half-decent camera (with or without a microphone) for £20 or under?

To some extent you get what you pay for.
We've been using a Logitech HD cams for several years without any of the issues you've described, especially given software control/focusing is easy.
Given that Currys/PC Worlds are almost everywhere and have online ordering, then have a look at where you'll find a Microsoft HD-3000 for under £20, various Logitech C270 HD versions under £20, and Sandstrome HD under £20. Though Amazon, Maplins, etc. also do webcams if easier.
As with digital cameras, the higher mega-pixel (mp) the better usually.
