In the age old craft of dogging this is recognised as a very standard signal. It means get out of your car and come and pear in through my window as something is about to happen you may want to watch.
Take care though because sometimes it means I am an innocent person who blundered into this car park by mistake and I have just caught my sleeve on the headlight flasher stalk.
Like so many things in life a flash of headlights has many meanings. If you read the highway code you will find it is used to alert other road users of your presence.
