How to get a meet started

I have been to ********* a number of times and there are always a number of cars with men in just sitting there, I am sure some of these are looking for some MM action but I do not know how to get anything started. Was there today and hung around for some time but got no signs of activity.

rules for that car park are as follows
mmaction starts in the row of cars on the lower level beside the exit road
also takes place in and behind conveniences
mf action takes place at top car park with viewpoint.
many people meet up there and the go to the many quiet spots nearby.
