They have been doing that on and off for years. They always used to give you a producer note so that you had to take all your car documents to a nick of your choosing. It is the best way for them to record that you were there and they don't need any grounds other than suspecting that you aren't insured, to do it.
I've been up there a few times in the last 6 months and not met them, but I know there was something about it in the local press last year. That's the trouble with internet dogiing, even the journalists can read what we post.
