also even if they are locked or blocked from working they take them abroad where it does not matter because its a totally different system and they will work again
The turkish drivers at my cab firm keep all the phones they find and send them to turkey, different system out there, I believe.
My old phones are usually bolloxed by time I upgrade so I send them off to charities for recycling
