Soft bumpers on cars (see NCAP tests) are for pedestrians involved in collisons. The no. of fatalities for children running into the road was 141, out of 1000 people. Adults are the ones that need to learn how to cross the road methinks.

Seriously? We all have a part to play when moving along the highway. Motorists can not be culpable for mistakes made by pedestrians.
