I believe that any comment said privately, no matter what the subject should be kept strictly between mod/op, and certainly not repeated or spoken about in the open forum.

I agree, if the matter is then not discussed in a public forum.
If you wish the discussion to stay private then the subject matter should not be discussed publicly. Either it is private or public.
I usually only use PMs to pass sensitive material to others i.e. phone numbers and messages. That is personal/sensitive information that should not be disclosed on the public forum.
