Ya i can remember hearing somthing about it. Thing is was in a help with getting the people out or did it make things harder.

However, playing Devils Advocate for a minute, if what the conspiracy theorists say is true, then you are both playing exactly the role that the authorities want you to with the strong feelings expressed about tracking the 'bastards' down exactly the reaction they tried to engineer to achieve the desired end result.

I have a theory about conspiracy theories.
I think the government starts them up to make people think that the government is lying and for people to then think that the lie is preposterous when in fact the government are lying but not about what the conspiracy theorists think they are lying about but in fact something far more serious. But this in itself is a theory put about by the government to cover up the fact they are telling the truth.
