Do you mean the public gallery? Or do you mean your own albums? In your own profile albums you can move your pics around to different ones. If you mean public (tab above ) it automatically goes in if you didn't click private.

I think the photo that you were trying to set from your Profile Gallery wasn't available as it was pending authorisation, so you were then uploading it direct from your computer which wasn't rotated - try your Forum Settings now you should see the photo.
