What's the context that it's written in?
I would think it's General Revenue Account.
I think it's most likely to be General Resources Account.

the context it is written in is ummmm I can't really say too much as if I get the job then there will only be 6 of 'me' in the country so I can't be too specific.
Ummmm it is around ( I think) presenting an underspend in a budget as a viable option for retaining to ensure that it is added to the next year's budget....... sorta kinda

I think that it is could mean either resource or revenue but the context is the same.
it would be me saying ' yes please moneygivers.... can I put that surplus into a GRA to ensure that I meet gaps in the service provision here, here and here, and that 'big wadge of £££' will fit that need just nicely'

GRA - General Revenue Account
The account for any revenue that is expected during the financial year. It excludes one-off 'exceptionals' which may/can be treated differently for tax purposes.
In Government parlance the GRA is the year's operational revenue & expenses. A fixed amount of any yearly underspend can be retained against (1) a committed expenditure in the current year that will be invoiced in the following fiscal year (accural), or (2) a fixed percentage that can be retained for unexpected expenses (reserve fund) unbudgeted for in the following financial year.
In some government departments this excess is capped so that huge 'reserves' cannot be built up over time (e.g. Schools).
