In the Forum you can PM who you like as long as it's respectful and not just a 'I want a shag' PM....LoL.....
There are different rules in the Chatroom because it is so fast-paced and people don't want PM Screens popping up all over the place....so there you have to ask before you PM.
Hope that clears things up a bit.....and just a quick note, people seem to love receiving PM's on here, I know I do....so if you see someone on here that looks like their having a bad day and you want to cheer them up, a PM will usually do the trick....in my opinion.
