Motorway embankments!

Anyone know what the black plastic is on motorway embankments?
I keep seeing it everywhere, held in place with wooden stakes.

not sure about this but it might be a plastic membrane that they use to protect newly planted trees/shrubs and the stake is not only to keep the membrane in place but also for said tree/shrub to grow up..

keeps the weeds down?
they may be along later to plant specific stuff.
also, it might be part of a control measure. The pegs holding down mesh of some description to stabilise the banking as there are no plants to do so in the meantime.
either that, or the banking has been put out with the rubbish. when do the bin men come around in your area?

Its geotextlie probably, there to inhibit weed growth or somesuch.
