Ok here's my view ...
Debbiewebs has the weapons ... she obviously bought them with her (although I agree anyone could have accessed them). She is the only female, perhaps jilted or spurned previously by the victim she seeks out revenge ... thinking that she looks too obvious to be suspected.

having considered all the evidence I discount Debbiewebs as not even a woman would use one of here own weapons. I also discount Mr RSAB for no real reason. On the basis that the last person to be with the corpse is normally the murder I concluse with trotally faulty logic that it was the Sarge in a fit of jealousy

OK there's only one set of tracks so there are 3 choices.
1) Ice Pie had a tragic accident of some type.
2) The Sarge did it (never did trust him).
3) Someone shot him from long range with the arrow with a decent degree of accuracy
As we've got someone who owns a set of arrows they must be interested in the sport and probably a better shot than someone who's never done it before, therefore the evidence suggests Debbiewebs.
However it'll probably be something like Mr RSAB2, who was up early, got board and decided to have a go with Debbiewebs bow and arrows. Fired one into the air and it came to earth in the back of Ice Pie who was lay down photographing a blue tit (well it was cold). Or Steve_links for the same reason (and because he can't believe it. Can't believe what? That Ice ie is dead or that an arrow he shot accidently killed him?)
I'm also puzzled as to why the Sarge was folloing Mr Pie.
My answer........
the statement's too vague to elicit any kind of logical theory as there are too many possibilities.

I agree that it's got to be Mr RSAB. If Steve_lincs had done it, he'd have had something sensible to say by way of an alibi. Debbywebs wouldn't have looked shocked and would not have made a point of counting her arrows. Mr RSAB implicated himself by admitting he knew when Ice Pie went out. Moreover, since there's snow on the ground, it's obviously winter, and I doubt there'd be many birds to photograph. Consequently, he must have put snow shoes on, followed in the tracks, shot Ice Pie, carefully put the snow shoes on in reverse and followed them back (or walked backwards).
Of course, this doesn't answer the question as to *why* he killed him!
