I'd recommend Photoimpact, It can't do as much but I find it much easier to get the hang of using!
Then again maybe I'm just thick.
Lots of layers, masks, etc. don't do it for me :!:
MSPaint biggrin :D

Photoshop EVERY time Tune....
Depends what else you want to do beyond imaging, but the Adobe InDesign CD package works well - you can get it bundled with Photoshop CS2 and it gives you a complete concept-to-print package, and it'll work in loads of different colourspaces to, depending which you work and what you want to output on....
Hope this helps!

Photoshop rules
might be able to 'self-tan' your pic with a simple tint or hue shift. if not...
copy the layer with your pic, select the new layer, use the magic wand to select your area to colour, use the hue or tint tools (you need to experiment for best results and set undo levels to 99, in preferences). once coloured, adjust the opacity level to blend over the original pic.
if you get stuck or want any advice, PM me

Thanks everybody - I'll give the suggestions a try, where they're available, and see. Getting into this a bit - good fun innit!
