I am totally confused as to who can reply to who but I am sure some nice person will come along and tell you the full answer but as far as I understand it, if you were a member of the site before the changes, then you are classed as a premium member and can send and receive messages. If you joined the site after the change over, and did not pay to become a premium member, then you can send but not receive messages (but dont quote me as I could quite easily be wrong) 
As for people not replying, it could be because when the site changed just before christmas and the forums and the photo ads suddenly became one log in, a lot of people found they were getting loads and loads of unsolicited pm's each day, and I must admit, that after a while, I certainly did not feel like replying to all of them.
If it is adverts you are talking about, then I do fully agree that a polite thanks but no thanks should be sent, it is afterall, common decency if someone as taken the time to reply. But I do know that some couples/single ladies have been literally inundated.
Anyway, good luck and I am sure someone will be along to answer your question better than I can!

when the site changed we had about 100 messages over the weekend!!!
did a cut & paste reply -pretty sure we got most of em but who knows!!!!!!!
bet a couple of good messages got overlooked in the madhouse-as quick as we were answering more were coming in

no problems here so far with the changes,infact its working better than before!!! 
i may have to spend more time here now i got the hang of it.

Only people with the premium membership can reply to PMS. Free members can read the forums, but not post, post ads, read their messages, but not reply to them
From what I can gather as well, is that while they can read them any emails are removed unless disguised... and by the looks of it as time is moving on the filtering is becoming more advanced so using spaces and wild cards are also starting to not work... with premium to premium members email information is not being removed the last time I contacted via this method.

when the changeover happened all existing members were given free premium membership for one year - it expires in Dec 06
