Setting up a new business

Where i live, i see alot of young folk driving around in their flash cars and living the life of Riley, i asked a mate of mine how they did it, cos us regular ppl have to work our parts off to afford insurance on a 85 Cortina. He said they either sell drugs or have a business
So i decided getting a business would be a good idea.
Following my initial conversation and idea, i was speaking to a women, whos son is autistic, and she has to travel 10 miles each way to get him to a out of school youth club which can accomadate learing disalbled children and youn adults.
Unfortunately Autism is in a league of its own, and the youth group he attends cant cope with his violent outburst.
So heres my idea... setting up a before, during and after school/day sevices scheme.
My question is....... How the hell do i go about it, i know its sure to be a hit with Social Services and the LEA.
Anyone know anything about business management, or would like to help me get the idea off the ground?
Contact social services and your local LEA. You don't just need business skills to do this type of thing. There are child protection issues also. It's not quite as simple as setting up a shop.

you could try your local chamber of commerce, i have used them several times for advise..
Also the federation of small business.....
I wold imagine that the sort of idea you are going to look into you will need alsorts of qualification's, food hygiene certificates if your handling food, Health & safety and first, but to mention a few...

you will need
First Aid qualifications and certfication,
Police Background check and verfication ( that is mandatory for any and all persons who will be working with the children, even if they only have a few2 minutes a week contact)
The property being used will need to meet very strict regulations with regards to layout and safety, eg doors being fitted with safety devices to stop trapping fingers, cupboards with means to secure them shut, corners rounding off on low level tables, glass being to required standards in ant glassed area (normal regs are not as stringent as regs for childcare centers)
and those are just the things I remember from the time I made a joint application to run a childminder service
