Have you tried running Spybot S&D
and Ad-aware
I believe that the XP service pack 2 has an automatic blocking pop up feature in it that you might want to try. You can get the pack from a bunch of different places, but I got mine from the cover disc of one of the Windows magazines for sale in Smiths. Might be worth a go.
again i have to say change your provider...i am with Btinternet and they give you a pop up blocker....works great.....never had a pop up since.....well aprt from the one in my trousers when i look at your pic debs that is !!!!

At home I'm on dsl with BTInternet.
Whilst away I use Aol 8 Dial up
No probs with either of them

Just an opinion Debs , but I reckon what you have is a variation on a little nasty called "cool web search" .
Its nowt to do with your ISP and is a very clever little bit of software which is on your machine . The spy-ware deleters and virus softwares dont get it because its cleverly running in the background all the time and denies access.

If that doesnt work , you need to do a google search for the file name , and the geeks on the message boards will have an answer , but try that first hun xx

I tried a few pop up stoppers and ended up sticking to using the google toolbar one. It blocks all pop ups by default. And you can hold down ctrl key when clicking on links to bypass this or add the site to a trust site and allow pop ups.
There's 3 easy steps to getting shot of popups for good.
1 - install mozilla firefox, and ditch Internet explorer.
2 - do a full scan with an up-to-date AVG antivirus or similar.
3 - do a full scan with spybot seek and destroy, and get it to patch all the security holes it can.
Assuming your windows is kept up to date with security patches, you should be fine.
