I don't know London very well, but I can think of two possibilites:
It could be for the Congestion charge
Or it could be monitoring the amount of traffic on the roads to (In theory rolleyes ) allow the powers that be make decisions on road management
dunno
i really dunno but my guess would be average speed cams!!!

Average speed cameras have to have warning signs to that effect - the little ones can be a range of things, none of which are speed cameras.
Congestion monitoring
Traffic monitoring - some are on the M74 when travelling from the Bonny land to England, just counting traffic.
Blue ones on stalks are commercial traffic reporting companies (trafficmate??) who send info to PDAs or Sat Navs.
And so on....
:P
whatever the cameras do.
Someone's being bloody nosey. mad

The average speed cameras are usually on a blue lamp post thing with yellow cameras that hang across the road, and obviously there is another set of them further down the road- they have them on the motorway i take to work at the mo- it's down to 40mph at the mo- grrrr!

They could be one of two things in london - Ken is bringing in a low emition zone - taxed by how much your vehicle spits out or the pay as you go scheme - i.e pay per mile as this is due to roll out on 10 major road in the next while - m25, south circ, north circ and a3 to name a few.

They're not speed cameras, they are ANPR cameras. TfL is installing them as fast as they can over central London and surrounding areas. The info is available to most police services and also to various parking services (and bailiffs). They will be used to issue parking fines direct to the registered keepers address and also to track vehicles within the CC area.
