so we are talking about the top 1% of polluting cars (not necessarily 4x4's)... and if this then subsidises the cars with the lowest rate of emissions (bio-diesel, electric ect) to go free then surely it can't be a bad thing.. and maybe people will take that into consideration when buying a car....
