hi debz, i had a similar problem, so maybe some of this may help you. firstly, is the tomtom the right one for your phones operating system ( usually symbian or microsoft) cos if it aint, yer get nowhere.
assuming it is, with satnav systems, in most cases they have to be activated, a bit like a new installation on your pc. this can only be done for one phone or if used on another, that phone has to be registered to whoever activated the original install. in other words, if its a copy, it will already be registered so it cant be used as a pirate copy.
also you mention you tried to install maps(plural). is it a copy that has the setup & uk maps as basic with europe as add ons, as this can pose another problem. with mine, it was a legit copy but only uk maps. i got hold of a copy (hookey) of the europe maps & they refused to load. turns out the validation code was only good for the original setup, the new maps needed a separate code.
anyway, i contacted the seller, & him being a whizz with pcs told me all i needed was a patch to get round this. he promptly mailed through the patch which when installed allows the whole setup to be loaded on any compatible phone without a validation code. soooooooo, basically if you can find somebody that knows how to use hack sites, they should be able to find the neccessary patch to allow you to install.
sorry its so long winded but i hope it makes sense to you & good luck with it.
