It's 'tongue incheek'. Means it looks or sounds serious but you meant it to be funny.

Already answered that one.

Can you tongue in cheek with a strangeR?

Of course you can. It's easier in person, but it can be done on the forum - the recipient has to understand that it's tongue in cheek, which isn't difficult if you look at what's said, in context.

Yes, they are - sometimes intentionally misunderstood though - the person chooses to take things the wrong way.
I also think that sometimes, being tongue in cheek isn't appropriate and that people use it as an excuse.
Tongue in cheek can be misunderstood, especially on the forums. If you were face to face with someone and made a comment they could probably tell by your facial expression that you were not serious in the things that you said.
However, on here is a different story. I've read things and had to read them again to work out if the person posting was saying things 'tongue in cheek' or not. The use of emoticons certainly does help with this.
I've also refrained from replying to certain posts as I've not been 100% sure if the comment was serious or not.
This made sense to me, hopefully it will to you too......
I've used 'tongue in cheek' before but I always say I'm doing so if it's in a thread. I would never post something knowing I was being 'tongue in cheeky' without letting the reader know so. I don't use it a lot, but lately a few threads have warranted it imo.
When you put tongue in cheek it usually makes you close one eye wink

The wink isn't always a good indication though - some people clearly have a dig then put the emoticon to cover themselves.
I also think tongue in cheek and emoticons are sometimes a way of getting a cheeky point across and getting away with it lol wink lol
never combine 'tongue in cheek' with 'gnashing of teeth' ot 'up your own arse'

And so they would with a TiC emoticon.
