I would call your local police station and ask them for advice on how to go about it as this must happen all the time

Was only passing on info from the dvla
although it is interesting to note that its legal to drive a car on the highway without an MOT or RFL to a pre booked MOT test station as long as it has valid insurance, on the same token, how can you do either if insurance is invalid if you have neither?? makes you wonder.
although, funny you should say that though as our insurance paid out for our own car when it was on sorn, having said that, it was parked in our driveway at the time and was hit by a fallen tree in high winds, however it had no road fund licence nonetheless, but i'm sure if it was on the highway they'd have tried every tick in the book to save themselves from paying out..
