Possibly something to do with the fan
Sorry don't have any better ideas as I'm having a "dim" day
If it really is police car siren type noise, really an alarm, then it could be intrusion detection set on in the BIOS, this is unusual but possible, I've only seen/heard this twice.
If it's just a rising and falling tone then it's probably the fan as bunykins suggested. Either the CPU fan or PSU fan.

a bit of a hijack sorry
I was in someone's kitchen the other day, the kettle was on and was making the most awful noise, I commented on this and got told,
don't worry its fine............
Guess what the kettle has now stopped and a new one is needed.
So you might need a new screen or what ever.
The next time it happens try switching off the monitor but leave the computer itself on. If the noise stops then it's the monitor... possibly a sign it's on it's way out. If the noise keeps going then the next thing would be to switch off the speakers... that'll help eliminate the sound system/board or card. That will leave the main computer itself.
Sorry I can't be more specific but at least it should help you know which bit is at fault.

It's definately a siren sound, and def not from the speakers - it continues to play my music through the speakers and the sound comes from elsewhere!

A sudden flash of inspiration here......
When you hear it pick the phone up and listen to that. If you have the phone line plugged in to the PC it might be simulating an "off the hook" scenario, which makes the phone system send an increasing siren sound to alert you. That would feed back through the modem speaker.
OMG - that's a shot in the dark if ever I heard one :shock:
Is it a sort of gentle ner...nah...ner...nah sound? similar to what you get when you havn't hung up on the telephone properly, but quieter?
Its the thought police :shock:
It could be that the magnetic field from the speakers could be interfeering with the monitor.
