Some do - some don't. If they ask then they have a reason for wanting to see it. However, generally speaking, checking someones ad/profile and only seeing a cock and nothing else will be limiting your appeal. I can safely say, if a guy/couple has a number of photos which include a cock shot - the cock shot is the last one I would look at (if at all).

Cocks taste good.
Cocks generally look bloody funny and are rarely seen as a sexual when viewed in isolation.

Cock Shot Revelations:
I asked 5 people, who do actually request to see a cock shot, why they wanted to see a photo of a cock?
The results:
3/5 said they wanted to check if it was straight and not deformed or an off-putting shape.
4/5 said they wanted to check it was not tiny - due to previous disappointing experiences.
2/5 said it was a chance to check how hairy the penis area was - as they did not like getting a mouth full of fuzz. However this was a bonus rather than the primary reason for asking.
5/5 where looking for a particular size and shape.
4/5 wanted a particular size and shape for comfort/enjoyment reasons.
5/5 said their selection preferences included a specific cock type.
0/5 said they would meet someone if the only photo they had seen was of the cock.
1/5 said they enjoyed looking at cock shots in isolation.
4/5 said they enjoyed looking at cock shots once they knew who it was attached to.
0/5 said that looking at a cock shot in isolation turned them on - if they were not already feeling horny.
5/5 admitted to laughing at cock shots they had been sent.

I think your survey showed that there is some relevance in asking for a cock shot, or at least asking people why they ask for cock shots.
