refered to as "The Black Dalek"?
Is he an overly endowed black male with a funny voice and a need to take over the universe (if only he could do steps) or something? confused :? :?
saying that there were certain members of Steps I wouldn't have minded doing, but that is another story.
I think Jags christened him the Black Dalek, probably because the black dalek was usually in charge. I seem to remember a gold coloured dalek with a big round glass head in charge at one time though.

Davros I think........but I don't think we met him for years. I'm pretty sure gold daleks ruled the roost in the earlier series.

Okay, let me put my Former Dr Who Geek hat on...
Davros was the creator of the Daleks but he rarely actually ruled them:
In Genesis of the Daleks, Davros created the Daleks from mutated Kaleds. His genetic alterations included the assertion that the Daleks were the master race of the Universe; the Daleks quite sensibly concluded that Davros was not of the master race and exterminated him.
In Destiny of the Daleks, the Daleks resurrect Davros because they need his help to cure a Movellan plague that is decimating their species, but Davros is captured by humans and taken back to Earth for trial.
In Resurrection of the Daleks, the Daleks rescue Davros as they still need his help to cure that pesky plague, but he rebels against them and tries to take control of the Daleks. He fails.
In Revelation of the Daleks, Davros is hiding at a mortuary and in control of some fake Daleks he made out of corpses (don't ask me how). The Mortuary staff call in the real Daleks, who capture him.
In Remembrance of the Daleks, Davros is in control of faction of real Daleks in a civil war. The opposition faction are led by the Dalek Supreme (who has a black top). Davros' Daleks win, but the Doctor manages to blow all the surviving Daleks on Davros' ship to smithereens. Davros escapes.
And in the atrocious novel War of the Daleks, the Dalek Prime reveals that the preceding four stories were all faked by him in an effort to weed out Daleks loyal to Davros, or somesuch rubbish. Davros gets executed (maybe) and his supporters lose a civil war. The Black Daleks are the Dalek Prime's leuitenants. (This book probably contains many more details of Dalek culture, but I couldn't face the idea of actually reading it again. Sorry.)
Oh; way back in the Patrick Troughton story The Evil of the Daleks, the Daleks are ruled by an Emperor Dalek (which is how Davros was styling himself in Remembrance of the Daleks, but if the Emperor in this story was Davros it was never revealed - what with the story being broadcast seven years before the writers created Davros, and suchlike).
You are all wrong, it is because he is handy with his tool, and is a corruption of Black and Decker which resulted from Jags being to pissed to get her tongue round all those syllables.

Don't know about that. The only one I can think of was Harry Enfields comic character on Saturday Night Live.
