My own researches left me asking similar questions to yours. Good luck with it all.
Putting the welfare of the children to one side, and who knows, we may learn that the reasoning was sound, I have other concerns.
How did this matter become public knowledge? Presumably the foster parents went to the press or another agency that did. What would motivate such an action? The welfare of the children? The loss of £2000 a month in maintenance payments? Political capital?
I am mindful that the foster carers would have had the facility to raise any concerns with the council or fostering agency.
Aye, I am sure many more people would volunteer if they didn't fear rejection.
Let us hope the investigation reveals what happened. Most importantly let us hope the children find another loving caring home.

How is that diffrent from the current situation where cars drive down the road and move out around bikes? Given the lareg number of riders and the small number actually taken out by drivers getting too close we must accept that the majority of drivers make sufficient effirt to avoid the bikes already. I have ridden a bike to school for years and to work for a few years - I was forced off the road while static at lights once and had a car pull out in front of me at a junction once. All the other thousands of cars that passed me or waited at junctions as I passed, managed to avoid me. As a driver - I do the same.
Would these cycle lanes be enforced to the point that bike riders would be made to stay in them and be prevented from swerving in and out of lines of cars? One of the most stressful slow-traffic situations is 2 or 3 lines of cars creeping along with bikes randomly appearing on both sides of you - which side am I supposed to favour to give them room to pass? My car can't get any thinner.
I was once told that the reason road users remain unskilled is because they don't get enough feedback about their mistakes. In particular, the near miss that leaves a fellow road user quaking frequently makes no impact on the guilty party at all.

Yep, there is a common misconception that the homeless are drinkers, druggies or loonies.
Many are, but that's the chicken not the egg.
Complex and individual are the reasons I have observed.

I have worked with countless homeless people. All had a tragic back story and all benefited from the help provided.
Its just the same old rhetoric mids. And it doesn't address the issue I raised.

The people who do other jobs (often equally if not more dangerous) don't seem to feel the need to bang on about it quite so much.
Of course soldiers have my respect but no more no less than others who choose to do dangerous difficult damaging jobs.
