as a member of the aforesaid service, they are usually there at the insistence of local busy bodies and have to appear that they are dealing with the matter. Of course you can be obstructive and refuse to talk to them but what good will that do. the best policy is as advised above, be polite and go on your way do not antogonise them because BELIEVE ME they ( we ) have much better things to be dealing with. Unless you are doing something blatantly illegal or indecent they will not, nor cannot do anything. To be honest they should not really be checking your vehicle without good reason. It is a sad sign of our times that these busy bodies can command attention like they do but if they do not get satisfaction they tend to escalate to chucking nails down or forming "vigilantie" squads.
