A laptop is a class two piece of electrical equipment. It is inherently safe i.e. its construction makes the thing safe. It cannot have a PAT test as it doesn't have an earth and its running voltage is usually about 9v. This is where electricians make money out of the ignorant as people believe they have to be tested and inspected every year. There is no law to have this type of equipment tested. The guidance is to check it by a visual inspection by someone who has more than two brain cells to work out a) is the computer badly damaged enough to get your fingers inside b) are the wire and plug badly damaged. If they are then replace or throw it away.
You do not need a qualified electrician to test or inspect, it is a money spinner by the Institute of Electrical Engineers
