Your (the royal "Your" here) citizenship declaring whether you are British, American, Chinese etc is decided by the Protectorate under whose passport you hold.
No person can decide whether they are Cornish, Welsh, Irish or Martian by virtue of how they see it! its decided in law for you so no point in arguing this is the same all over the world! The only thing you can say is that "I am of xxxxx descent" where xxxxx = scots, welsh, etc
England is not a governing country, nor is Wales or Scotland or Northern Ireland. Look at your passport if it says United Kingdom of Great Britain on the front then your British.

I was born in London , mum was Scottish ..father welsh...was adopted ..mum was English..dad is Scottish...i was in foster homes in London and Birmingham...when adopted came to Scotland...so for a long time was confused...now I'm British...except when watching rugby..then I'm Scottish....cricket..I'm English...athletics I'm British...football..I'm impartial...guess I'm still a bit confused....
..I'm certainly not a racist tho....
