Latest Windows XP Powertoys has an image resizing tool for free.

Not tried it myself.
Remember it is the image size in Kb, not the height & width, that is the limit on what you can put up in the ad section.

You know when it is going to be a good day in Hull, you can see the other end of teh Humber Bridge and there is a distinct lack of smell in the air from the fish docks and Isis Oil.
