I used to date a guy who had this problem.
It didn't happen every time, but there were times when he became overly sensitive. Generally we'd stop paying attention to that particular area and have other fun for a while to allow it to calm down.
However I have also been in the position on meets that skinny describes, where it is simply an excuse to not use a condom. rolleyes
