Try right clicking on the picture and if you get the pop up context menu click on "properties" . You should see the path to the image and it might give you a clue as to what program is putting it there or at least let you know where it is on the hard drive so you can find and delete it.

Bugger I got distracted by easy's post and laddered me tights while putting me pants on and to make things worse they got skid marks on em. Have you lost the properties option for all files on the computer or just pics in IE? Is the propertiies greyed out or missing completely and which flavour of windows?
